I need footage for a project from the World War 2! Although the recordings are very old and in many sources to find, but I'm not sure if they are so easy to use!
anyone knows whether the royalty-free, or even somewhere to download to be released? or do they buy?

Look at times at www.archive.org: There are lots of such (American) material used as a "public domain" is used freely.

If it is a commissioned work, you should exploit such rights are already included in the budget, or should you with the customer then the extra bill.
