As it stands, seems again to have found a programmer for the Image Layers in Blender. At least, there has recently become a Demonstration video that shows an image to work with individual layers in Blender. Blend modes also exist in the demo. It is not to be expected though, that Blender is a second Photoshop, but it would look forward personally, if I could make the future even rudimentary image editing in Blender.
