The film production company Wonderunit has a very rational relationship to the marketing of software. They say on their own website that the market for storyboard software is rather small and that useful storyboard software would have to be quite expensive due to the presumably very small quantities. However, after they have been developing a powerful tool in their own house for some time, they decided to give it away for free and put the code under an open source license.
The software's feature set looks quite impressive: Besides importing the script as a basis for the storyboard, layers and exporting to Photoshop are also possible. If you want to draw manually on real paper with a pencil, you can use Smartphone/Webcam to photograph or scan external drawings and automatically import them into the digital version. For storyboarders with two left hands there is also a 3D tool that allows people to be positioned in the room using keyword lists.
