This is possible already, but it is quite difficult, because VD is also designed for reading of a single video stream.
So you had to prepare for the scenes separately and save it to disk and then hang with VD the scenes as segments back to back. Transitions between scenes are not in it ...
I love VD, but honestly, I would rather do with another program ...
If there is to be Freeware style of VD can make the Avisynth. In the Avisynth scripts can you prepare for the scenes and join (synonymous with fade transitions ...) and then with VD view, compress and save.
Honestly ... The Framezahlfummelei with Avisynth is not ideal for cutting a video. The cutting is a creative process where we tasted a lot until you are satisfied. To a decent visual, interactive editing program with multi-track timeline and preview is much better suited.

As Stefan has already said, you're better off for DV editing in the true sense with a corresponding editing system (NLE).
Depending on your budget, there are a few:
For the Mac, there is such FinalCut Express (FCE) or the big brother FinalCur Pro (Final Cut Pro). There is also synonymous for Mac Avid systems such as Avid Xpress DV or synonymous then the much more powerful Avid Xpress Pro.
For the PC, there are those Avid systems as well. Besides coming here as synonymous Adobe Premiere Elements or Pro in question, Pinnacle Studio and a few others.
