There are cutting programs that the graphics card to use some effects. However, this does not necessarily indicate AVCHD.
Edius is working with native AVCHD instead with the company's own HQ codec and is therefore extremely powerful.
Other Programs handle native AVCHD on the other hand, such as Sony Vegas. Currently it is on nVidia cards, since acceleration effect on these cards of one or another editing program supports it.
The only editing program I know, the effects with the nVidia GPU accelerated, is
