If it does not go with After Effects board resources, perhaps there is a plugin for it? (Walker Effects Channel Offset "I've tried already! This unfortunately has a bug and generates Störpixel filtering)

better late than never I come back to your question.
I have started a project and imported a short test video. This I have drawn duplicated on the timeline and. The lower level, I have changed as follows: Effect> Adjust> Channel Mixer> Green Green set to 0.
The layer above, I have assigned the same effect, but red, red and blue-blue set to 0. Now I have a plane with the red and blue components, as well as a plane with the green parts. Thus it is again a true color image, I set the mode of the upper level (green image portion) of "Normal" to "exclusion." Now the plane can be moved around with the green.
What would interest me in this context, however: The picture does not improve even with colored fringes. When it comes to a special effect that is to be simulated in the print media Passer dreaded mistake?

I am trying to compensate for a mistake in my video camera. In the video material, the green channel is slightly delayed.

what cam do you have?
usually because you have more the radial variation of intensity to compensate for disruption of the individual color channels.
So to compensate for the green channel the "lens distortion (or Apply then)" effect.
