Regardless of the choice of language in the license: Multilingual Programs installed in your computer language that is in the Windows default settings marked as a priority. You have the installation of Windows is here determined German. You can in XP but in any other setting, and even several other languages change (eg, English as a first priority, as the Second German). Then the prog looks only English and, if present, installs English, if not available, it looks German, etc.
I have the same reason some times changed the setting, but unfortunately no longer know where that check is to be set. In any case, since Adobe is running (and others) with me in English.
If you find the setting you can do it and perhaps publish them here. After the amendment simply install it again.

Applications -> After Effects CS3 -> After Effects CS3.app -> select -> right click -> Information -> Languages
Deselect Unwelcome languages.
