Adobe After Effects Project [...] I as "MPEG2-DVD" rendered / exported have. This is done not with AE. Try your footage with a DV editing and DVD authoring program to convert MPEG2.

Well, starting with data rate 2 Mbit / s is VCD quality. The lowest and the highest data rate VBR should not as far apart. The more linear the data, all the better when it's so draufpasst, take better equal CBR with Double Layer. So less than 5 Mbit / s is always in my opinion for a ton, unless you have 2k as a medium and a hardware encoder.

2MBit is much too low and the difference to 6Mbit is synonymous much too large so that the transcoder makes sense to work with. For DVD be 4MBit Min / 5MBit Avrg / Max 6Mbit already okay. If thou hast no reason, to go lower, just work with the values. "Crooked" values help synonymous, eg 5.1 Mbits may look better than smooth 5MBit. Otherwise, there's obviously better tools like TMPEG & Co., but depending on one's purpose must not exaggerate ....
