I do not know whether in the Xpress version is as synonymous, but I think so ...

Look at the Effects palette under "Image" and then right Mosaic Effect ". When you pulled on the video clip did you see just nothing. You have then in effect editor for example on the Oval button and go after an area in video window. Then you have ever a default setting. In the Effect Editor, you can still soften the edges, etc. ..
