I'm sometimes a few years ago bought my first camcorder in Paraguay, at that time knew nothing of PAL and NTSC.
I have a couple of old recordings grad watched - all of which have 29.97 fps - synonymous with movie setting in the NLE with NTSC is 29.97 fps in it - is not specified with 30p/60i as in slashCAM camcorder comparison of the "Video resolution U.S.."
How to get to 29.97 fps? I figure it the meaning of the .., not 97! Because what is missing from the last frame on purpose, why? If a new 30 fps frame rate?
And with what program can convert NTSC to PAL clean?

The 29.97 fps come into force by the time since it was established a long time ago, in the conversion of black and white television to color, the color carrier that could with the sound bite, because you put the ink in a frequency range where the Sound was already.

These curved frame rates, there are unfortunately a lot of confusion - and, not least because of how the tables slashCAM like in connection with review of NTSC 30 fps, even though there actually 29.97 fps would be correct.
The confusion is thus complete, that there are actually synonymous cameras, making the true 30.00 fps - such as my Canon Digital IXUS 100 IS in video mode.
And with what program can convert NTSC to PAL clean?
That makes every NLE auto. Where "clean" of course is a matter of opinion. Depending on the material provides for a method or another "clean out".
The question is synonymous to whether the conversion is necessary. If the films are shown on advanced devices, there should be any problems running the original rate, eg in the form of a NTSC DVD.
Really a must is the conversion only if the material is mixed with such of PAL camcorders in a movie.
