I do this with adobe photoshop (project size 27cm x 18.5 cm).
All save as *. jpeg and then import it into the cover, the designer of nero. because you can resize the whole then again in the right size (actually only for control) and then print it.

I do this with adobe photoshop. When asked what was freeware. But Photoshop Elements does this, of course, synonymous. In any case, it is better to use your own template than from one of the - often as manufacturers of label free, downloadable - Cover design applications.
If in the case of a DVD cover, the size of 27cm x 18.5 cm is known, one can actually print without having to go right (with 300 dpi or more). Only for the disc itself is a labeling software faster and more accurate.
