Have now found something on the Adobe Support Page:
Autoplay DVDs do not recognize DVD markers from the timeline (Adobe Premiere Elements 2.0, Premiere Pro 2.0)
Issue
An auto-play DVD created in Adobe Premiere Pro 2.0 or Adobe Premiere Elements 2.0 has no chapter points even though you created DVD markers on the timeline.
Solution: Add a menu to your DVD.
If you want to have chapter points on s.auto-play DVD, add a menu to your DVD:
1. Select Window> DVD layout.
2. Click Change Template.
3. Click Apply A Template For A DVD With Menus, select a menu, and then click OK.
4. Edit your s.necessary DVD menu, and then click Burn DVD.
Background information
Adobe has identified a problem in Premiere Pro and Premiere Elements that prevents the DVD creation process from properly identifying markers when creating DVD s.Auto-play DVD. DVD markers are not compatible with any application other than the one that created them. If you wish to use on a DVD chapter markers created in Adobe Premiere Pro or Premiere Elements, add a menu to your DVD. "
Can it be that you can create in Elements 2 does not auto-playable DVD with multiple titles and without the menu?

That's how I understand it - but create a menu, then it should go.
