My sister bought on ebay a DVD - from the U.S.. You know what's coming ... ;-)
She did not know that the Americans use a different format and then wondered why, of course, is that the film was released only in B / W.
Now my question is, how can one loss as possible to bring the film to PAL format? What tools, approach?

If the DVD has a copy, then you can probably do anything.
Otherwise, your sister might try to import the DVD (eg with the freeware DVD2AVI or through the Ulead DVD MovieFactory 4 directly in MPEG2) and then converted with a conversion tool, such as the "STOIK Video Converter", in the PAL format.

undjetzt occurs to me what a ... as it is actually possible here in Germany watch televisions usa (cnn), for instance, the look so eigentlcih in ntsc format should be properly jump aufem fernsehn function correctly.

PAL has 25 fps, NTSC, 30th What do you do with the superfluous pictures? Simply omit jerky. Playing with 25, but extended the films immensely. And now, professional unit comes into play for very many price hikes.
Copy protection should not be the problem. Abroad, there is this (may I call the software actually, since I'm not in Germany?)
