Or the authoring program is basically so stupid and always wants transcoder.
Prepare a DVD before suitability (check Spezigikation DVD) source with an ordinary MPEG MPEG encoder. Here you can make use of the bit rate again last bit, if you like.
Then you feedin the DVD compliant MPEG with a decent DVD authoring program, which attempted to DVD compliant MPEGs no transcoding.

I really do not think that thou shalt take Pinnacle to "ripping". I mean, that thou shalt not make unto thee so clever to beantorten the next three questions:
