The maximum quality is reached, extreme target bit rate that you will be entering not pushed for it.
Disable B-frames, psycho-visual enhancements and set the keyframe interval to 10 instead of 250 (not recommended), then the file will be larger.

Coder but rather with a fixed bit rate rather with a quantizer value. If you let this one on, then you can 100% expect that produces the maximum quality DivX.
If you absolutely want to have oversized files, you should prefer to attack x264 as an encoder, which allows them in the so-called CRF (Constant Rate Factor = run constant quality). It is
CRF = 18-20 as the same quality as DivX in Q2
CRF = 14-16 similar quality as DivX in Q1 and
CRF = 0 "lossless" (and therefore large)
PS: In the manual parameter settings you should not fiddle the way, because that can affect the results qualitatively.
