I have vegas 8.0
and I will in the next few days an HDV Camera to buy. When I then turned the material then capture what should I do? With Firewire, or what's better? And what format? AVI?,
then do I make a Downconvert to PAL 16:9 DVD

For HDV, there is nothing better than Firewire.
I recommend you fully and completely in HD to be cut, and the finished video synonymous back in HD on tape issue. (next to your SD Downkonvert) ... you will yourself happy because you always synonymous to an HD version of the best quality available to you (for the future;))

If you ne HDV Cam s.nen normal analog television connected via the skin quality to you! So at least so my HC1.
