You can export the settings for PAL synonymous. Power so little sense if your footage is PAL and NTSC then you render. So: change to PAL.
Premiere 6 has no built in MPEG encoder. The times were on a separate FrameMaker Server, but was synonymous very tedious and error-prone. Whether it is an explicit or PlugIn, there were, I can not say. I know none.
