I have tried several DVD brands a try. Also, I tried the burn speed to adapt. The DVD runs s.PC flawlessly, with the DVD recorder is playing, however, it flickers constantly.
All without Efolg.
I have read of what PAL = 25 frames and the pros seconds of the film with possibly more runs (29) Do you know where I should be looking for this error, or the setting where I can make?

It is easier if you tell us what you with what program and what settings to have.
These include:
PAL or NTSC?
Or any of a film of a digital clippers?
Video data rate?
Audio data rate?
Program?
How long is your movie?
The more info the better.

Unfortunately, I do not even say this because I do not know where I am is one telle or check.
I've recorded with a camcorder. The chopped material is approximately 20 minutes.
I burned it with Nero.

Since you neither the name of the program call with which you cut, you still call the Camera (miniDV? DVD?, Hard drive?) Synonymous and no other question can, you will probably with your problem alone.
Your fluttering may have dozens of causes:
- Halbbildreihenfolge swapped
- Video bitrate too high
- Audio bitrate too high
- Wrong file
- Faulty Authoring
- Poor blanks
- And then next and so on ....
Read the manual to program. Here you'll learn that you have parameters for the encoding and authors can adjust.

Have you misunderstood. Of course I know a little something.
Also recorded on mini DV with a Canon MV 690i.
Recorded with Windows Movie Maker to DV-AVI format.
Then cut and the DV-AVI format completed.
Then DVIXto converts DVD (default setting) and with Nero 7 and burn to DVD (UDF / CD Mode of Nero proposed and must be used because of the size 4 Gb) on the said DVD + R
Drive is a DVD ReWriteable (stands holding up)

Then DVIXto convert DVD ... DV-AVI DivX is not synonymous and thus not really much to do. Test times with a real (!) MPEG2 encoder à la TMPGEnc or so.

If, however, a DVD-Video, one must s.deren specification limits and compress the video.
