For a video-DVD, there are standards that must be followed. This includes usdas MPEG2 format. There are good reasons, such as the fact that as a DV-AVI only about 20 minutes to fit a simple DVD.
On a data DVD on the other hand, you can burn what you want.

Then do you use either a bad encoder or a bad / incorrect settings (or both). If it's done well is because we see no difference. Or do you have to purchase poor quality DVDs ever noticed? They use the same technique. The same applies to the JPEG format for photos, here is synonymous compressed JPG still leads to excellent results.
It is quite absurd, for quality reasons, the DV-AVI file to use, because, first, is by far better than required for viewing and also probably something no external player may already own because of the extreme data rate.
