as an old Beta SP analog editor and cameraman, I am now converted to digital and it naturally emerge here and there issues. Brief to the existing equipment:
JVC GY-HD 200 HDV Pro Camcorders
Matrox RT.X2 HD editing card
Premiere CS3 editing software
2 24 inch widescreen monitors (one for the program)
The technique works flawlessly - but I wonder what configurations, starting with the Camera on the editing software to output to DVD, would be ideal. I would of course in the highest possible resolution work. Can you help me?

The workflow is well known to me. It's about Optimization and maximize the quality of reports based on further experience.

So I can tell you not much to say but your configuration workflow already.
I have been working for years with HD and make the cut with AVID Liquid. First of all, I work with the normal setting 720/25p. Then do I delete all files and render it accountable 50MBit/4-2-2. Then I give it out.
This assures me a good quality. If I do work Kinospots I just uncompressed.
