easy to cut on Avid Generally, the fastest laptop (so it should be a laptop), you can get. :)
Specifically: the Avid professionals here you are probably better able to help but after the querlesen is something Avid specifically supported in the hardware - if you want to be sure, you should take a look at the hardware Kompatibilitaetliste be.

All external USB hard disks should be of the speed (10-30MB / s) sufficient (of course depends on the mainboard of the laptop, how fast the connections really are and how many on an IDE channel are merged) - otherwise, there is still external firewire hard disks. For the laptop you should at least (!) 2GB Ram and have everything below is meaningless. Current graphics card with at least 128MB and full 3D support for DirectX & Co, because the only way to really sense the load will be distributed. Processor should be of course a dual core be faster.
If what you found, I would be happy if you write it here, because I'm self-grade on the lookout for a quick HDV-enabled notebook. I hope that I give you something with this information next helped.
