If only one camera is to my knowledge, can be almost any VJ program.
Whether this is with DVD as input comes clear I do not know, but stop when necessary to convert and of the hard drive from playing.

Video editing program to edit, ie all content must be stored on the computer's. The incorporation of live images to my knowledge is not possible.
