The source material with a good pre-converter according to PAL and then convert further. How do you ensure that other components added (titles, overlays, other additional PAL clips) is not subsequently be extrapolated.
However, if all the materials available in NTSC and you are not 100% sure never had a NTSC version of the film to create, then cut in NTSC and convert (again with the best possible converter) at the end. Title, etc., are then extrapolated while, but that is IMO less bad than 2x to convert.
(In principle, one could of course synonymous the starting material after PAL and then convert the movie 2x exactly the same cut (with the recordings after PAL convert NTSC and the original recordings) and other supplementary material (title, ...) for each target format suitable paste. Whether the effort worthwhile, everyone must decide.)

For me, the software konvertieten of NTSC to PAL only scrap delivered, so I had to change hardware.
