I'm looking for a possibility to realize the effect is actually quite often sees on television.
I would like a Picture (eg, as accompaniment to the sound) in the background can be briefly bright flash. The goal is that not the whole picture just momentarily brighter, but only parts of it. No clue how to do it. It is synonymous hard to describe ..
Very good example of this effect in the new video of Eminem & Co. "You do not know" to the application. flashes as the picture with the beat of the music s.and s.auf. Perhaps you know it's from MTV or on Youtube, it is certainly there. Then you know what I mean.
How can I (for a layman at least, be easy or foolproof declared) to implement? I usually use Pinnacle Studio to edit Pros. But synonymous Adobe Premiere are available, with which I am not so good (with all filters, etc) familiar.

Parts of the image are masked and simply "overexposed". The rhythmic scrambling of video is actually still "handmade" and is usually made entirely manual. Except for VJ-Tools a la Arkaos and consorts, the synonymous live. Show you where to better times, if you do not learn in your first wish. Had a shame but if you get good money for the premiere would have spent in vain ... :-)
