Had a very similar problem when installing.
Had helped me back then:
Enable Administrator account as an administrator and then run the installation.

Computer -> administration -> Users and Groups -> Administrator asuwählen -> Account -> Logout -> When "Administrator" log in "or any other fresh angelegeter account, eg InetHacker2 -> Insatllieren

I had a similar problem with CS3.
I solved it with the Windows Installer Clean-up of Microsoft.
