if I export a video from premiere as Microsoft DV AVI codec, which is then 4:1:1 or 4:2:0?
I am interested in this because I present as the starting material and the tapes DVCpro Qualitätsverust may not be great if I export to work in next AfterFX.

That depends on whether it is DV (NTSC) or DV (PAL).

These are PAL material. Judging by your question are probably in PAL
always 4:2:0?
Then it would only be for miniDV tapes and not really interesting for DVCPRO (4:1:1). How do you give because your DVCpro of material?

You must remain in the scanning format of the sub-sampling!
DVCPro (25Mbit / s) leads to sub-sampling in the European, as synonymous with the American version are not vertically, but horizontally, ie 4.1:1.
