Infoseite // Random Music recorded by GEMA not covered?

Hello,
I got in the Forum gestörbert, but nothing on the subject found.
We will soon publish videos on our HP (city news video).
GEMA require in our order of magnitude their share, but the clerk there said that we are random shots s.den respective publishers of the artist have to pay.
How is this supposed to go, please? Have you heard of them?

Example:
we are filming on a street running in the background and some music. That means I have to first know what song / artist that actually is, then call the publisher and ask what / whether what cost.
This is not normal, or?

Who knows anything about this?

But, unfortunately. More at gema.de. With the random images, it was once.
And some here have already publicly posted, as you supposedly GEMA trick, because the music yes soooo random and runs in the background so you can not help it Gaar. It reads the course GEMA synonymous.

What has since changed - unfortunately am no longer up to date?
