With a filter size of 58 mm, I would take the P filter holder. Combine with the Circular Polarizer P164 and as Grauverlauffilter I have the P121 and P121L models in use.

Can I use the same neutral density filter and the polarizer and it is arranged like this would be decisive?

Yes, you can filter to combine together in any way. I often do so. The order would be (in fact no preference) made prior to the filter holder: Under the Lens: first comes the rotating polarizer and then the square spot filter.
