If you used the search here, you'll quickly find that the video inputs of TV cards of all kinds are rather sub-optimal, as unfortunately, the widespread, cheap USB - "digitizer". If you put your videos in a reasonable quality Digitizer want, you always land on the crates of Canopus. The suck, but are not quite cheap. If you, as a result will have a DVD, you should consider whether a DVD recorder is not useful.
