No, the preferences have nothing to do with. Which serve only the preview.
If you have a 4:3 - Video, and this is apparently the case with you, then you need to begin with the panoramic cropping tool to cut the top and bottom and then select the Render dialogue a 16:9 Bildseitenverhälnis for export.

You have to choose under File> Preferences a 16:9 format. So when preset SD "Pal DV Widescreen" at the appropriate HD HDV ...
If you have a check on "All future projects with these settings ..." (; or something like that is) used the preset forever.
Then of course you have to render synonymous in exports in the correct resolution (; eg 720x400 pixels for SD or HD at 1280x720).
Then it should work ...
