Upscaling is usually not always of high quality. In addition, a regular TV program of course bad, as opposed to a good DVD. But there are alternatives:
1. DVD Player with HDMI Output
2. External Upscale (good = expensive!)
3. Media PC (HTPC) with which you can watch TV
I myself use the 3rd option With ffdshow I set a reasonable Upscalefilter (Lanczos) and some other small features added. The Picture looks at proper viewing distance pretty good (DVD).

The Z has also 100Hz and is for the equipment and quality it offers very affordable, but the VX has a better fit in my budget (which I would again ~ 300 euros more expensive) and its 3:2 pulldown is actually fairly decent.
But - it is still probably the better upscaling s.der source to make (if one has a choice - for analog cable, you have not) and then the digital signal via HDMI to the television to send.
