Can we actually filmed material horizontally in Sony Vegas in vertical transform, for example 90 degrees to the right?
(ie post the video on the Page to make 90 degrees)

Can see it in Vegas synonymous with Pan / Crop and Track Motion making. Another tool is not necessary.
