HDV editing requires little hard drive performance as well as DV editing. The data rates are identical, unless compressed with low intermediates are used. So if it remains in HDV, is a fast RAID money. A fast CPU would be the better investment.

Depends - many of today's NAS dice are somewhat slower than if a plate is directly attached. Depends probably used up by the controller, because I'd been a little careful.
