Hi,
if you inlays for normal DVD Covers thinkest I would recommend Photoshop, or its free counterpart "Gimp".

To view the DVDs themselves, I would print to a printer can recommend the sort (I use NEN Canon IP 4300). It is synonymous with a program, with which you can create the pressure. And I rather synonymous to Gimp / PS would fall back.
The Canon can not print borderless (inside remains a part white).
There are certainly many other printers in the amateur segment of the same or better create.
Another possibility would be Lightscribe. The burner itself is inside. Thus, I have no experience.

Labels, business card sheets or CD covers and inlays can be with the Herlitz printing studio and create the appropriate templates to the manufacturer's printed. Various graphic elements and effects provide extensive design options.
Downlaod PC World Lightscribe is a nice Spielerrei or for archiving ok to designing more expensive - this is on the upper layer of the CD / DVD writing or patterns created.
When I look at my Lightscribe discs but now I can not say whether with a laser engraved, or as with a printer LableThermo done - I'm ueberfragt. Patterns but lasts for a relatively long time (5 min +).

The DVDs in print with my Canon IP4000. The attached program LabelPrint ranges from völig. The hole size is adjustable, so that one in the middle of no white ring must be feared.
For the cover I just Powerpoint with a suitable Voralge created. But it is of course synonymous any other graphics program.
