would like a video on a CD burn, to put it on a DVD player to play, does it work?

No, not as a DVD - Video.
Some DVD - you can play VCD and S-VCD, but not many.
Why not a DVD? DVD - blanks cost now synonymous but have only as much as CD - blanks.

does it work? Video CD will run on most DVD players, the quality is modest. Super Video CD (SVCD) is acceptable - older DVD players but often buck. You could synonymous a mini-DVD burn, so structures and DVD videos on a CD. The maximum penalty is 20 minutes, most players do not play it.
In other words, burn 'ne Video-DVD!
