Yes, that's stated policy. Pretty much any video editing software is able to blend images.
Intricately is when you put higher demands s.The quality of the result as if you expect soft edges when the moving picture is superimposed with a coherent or light and color setting is required. And if you have a simple quasi-automatic operation when editing "long" video sequences expect. Then separates the wheat from the chaff and the Programs will be more expensive soon ;-)

Does that then synonymous with Nero or Windows Movie Maker?

That means nothing other than what you would want:
A picture or picture elements are placed over a video.
Nero? Not really an editing software. WMM? Not be taken seriously. Is it not really synonymous.
AFAIK supports WMM not even alpha, not even in GIFs

Recommend "is difficult because I do not know very many editing programs in practice.
Mostly I cut with Adobe Premiere 6.5. However, this has a fairly challenging learning curve, used to be quite expensive and has become outdated by Premiere Pro (professional) and Premiere Elements (Beginners). However, one can not do with the sometimes-so-new version, a Gebrauchtschnäppchen.
Should I go, I'd get me and try out trial versions and demos, which to me is s.besten.
