I do not think there are unfortunately only Encore as part of Premiere.
Anyway I would use another program, Encore is very extensive, but just not as lame crutch coding is concerned.
Perhaps DVD-Lab Pro as the better alternative ...

Had 2 projects that I look for a crash could no longer open. And they were not exactly small ... I can not confirm. I have some projects (of which more synonymous with extensive menu structure) is created with Encore 2 and never had problems. Also, the performance, even on older hardware, perfectly acceptable. When I look at today's performance-hungry CS4, then Encore 2 runs much better.
