If you are on the PC monitor video want to play, you can not half need it. When rendering so you have the option "join video" option.

The pull-down menu "Progressive / Lower / Upper", the rendering engine only indicates how the scan lines to be processed - it does not say, from interlaced> progressive. "Progressive" is only set if the original footage in the timeline is already present progressive (with material about 25p).
"Merging" on the other hand, the rendering engine, it only every 2nd Line (ie a field) into account and the intervening interpolated them. This is something completely different.

With MPEG4 derivatives like DivX or WMV synonymous, it is no different.
Interlaced material is as synonymous with rows offset (Halbbildkämmen) displayed - so it is synonymous because when encoding "Material join" setting (called at different encoders often synonymous otherwise).
Some players are MPEG4 Halbbildmaterial autom. deinterlaced, since they simply omit a half. For other players it can be set manually during playback. But these are all just crutches.
The only true way is, when encoding is already the material together. It is - as described - only every 2nd Line and the rest interpolated.

I would rather the project settings in the NLE expected because it is based on the settings for the source material relates. Well apparently this is not so.
