Hello,
- Title Designer in a white circle and duplicate surface mount, so that the desired shape glasses. Title Designer conclude.
- Title in track 2 or higher set
- On the title keying effect "Alpha Adaptation" and specify "Alpha channel reverse enable
- So it looks realistic even a quick blur drüber set and adjust as desired, then "Repeat Edge Pixels" box (so will prevent the edges of the black area around the outside will also blur)

Fast Blur is in the video effects> Soft & Sharpen to find.
Your approach with the circle aperture does not work like that.
You can leave a Aperture does not just stop times and then run.

this is not about the authentic visible through binoculars but the symbolism, the audience clearly convey that this is the view through binoculars is. ... (piraten-/zielfernrohr = a circle .... binoculars 2 circles)
authenticity or not, I think that's perfectly ok if they like in this instance is not quite so strictly speaking, is appropriate if the building is not distorted evt but even strengthened the audience can be taught ... otherwise we could start the same in every film to analyze what in film is authentic and what is not - and I wish you much fun, hannes! :-))
whether the binocular mask as a stylistic medium used must / should be is another question
