- Scenes should be cut and with fading effects are

AVS Video .... created in the DVD were the crossfading present, only the quality was very bad, in terms of bucking
TMPEG DVD Author ..... the quality was great but in the test version does not contain crossfading

There are many free tools synonymous, the pieces from a Vob file copy and with corrected time code together again. More names from the Windows camp. It is however not a frame accurate cut possible, but only a second. What especially, is a recognized post crossfade. Then, namely, the entire material has not only copied 1:1, but completely re-rendered, which is always a visible loss of quality leads. Point.
The authors of Vobs copy (as demuxte m2v and ac3 or wav) is then completely normal with any DVD software. The sound can be heard, incidentally, with less quality loss still later with background music, if it already has once extracted.

Yes. A DVD movie (Mpeg2) is at least 3-times as much compressed as DV Pal. Modern programs can cut it while cutting, but they must re-calculate everything. In a very well-made film - the perfect light, no noise, not so many details, the result may be then just be still acceptable. For wedding films is the rather rare.
The copying of the better places (the good guys into the pot, the wicked into Kröpfchen) is actually only a shorter, trimmed, but it goes much faster than a creative cut.
